Nineteen of Daniil Medvedev's 21 victories have been achieved on hardcourt
A revitalized Medvedev won his maiden trophy for over two years with victory over Frenchman Moutet in the competition championship match.
The Russian, a ex- world number one, has had a challenging season, achieving just a single victory at the major tournaments and suffering a meltdown at the American major.
His unpredictability on the tennis tour - and struggles with his service game in especial - resulted in him exiting of the world's top 10 and eventually separating with long-time mentor Gilles Cervara.
Now training with his coach and Rohan Goetzke, Medvedev has consistently progressed in the past month - peaking in a tightly fought competitive win over challenger Moutet.
This represents his first championship following the Rome competition and first on a hardcourt from March of the previous year.
Victory also indicates Medvedev has won twenty-one victories at twenty-one distinct tournaments.
"This marks the first occasion I am participating in a competition with my two daughters together, so to secure a trophy is especially meaningful," said ranked player Medvedev.
"This victory is in dedication of my child my daughter, because the maiden victory I won when my first daughter my daughter was born was for her."
Medvedev, the past champion, had been defeated in his past six title deciders, including in Halle earlier this year.
The player's retrieving approach and regular reactions on court had prompted some to question if his ability to compete at the highest level was finished.
However the 29-year-old has implemented adjustments in the past month, attempting to approach the net and play positively, supported by an better serve.
The champion came back from a disadvantage in the first set against the tricky Moutet, taking four of the concluding five games to take the lead.
Both players exchanged breaks in the second set before the Frenchman, bidding for his initial professional victory, gained dominance to create a third set.
The opponent saved four early break points in a close final set before the champion broke to that score to serve for the match.
Appropriately, he clinched victory with a point at the net area, with Moutet unable to handle a volley after a lengthy match.
